The aggregate was exposed after the retarder/pressure washing. It almost seems too much of the concrete was removed, leaving more of the small pebbles exposed above the concrete....thus, a bumpy surface.
As far as the smaller aggregate, batches with smaller rock have more cement paste, which requires more cement in the mix, which adds to the expense, and the requisite increase in water results in greater shrinkage on the concrete during curing.

Trying to build a wall because just because you have the blocks is a solution looking for a problem. If the problem is having them, give them away or haul them to an aggregate plant that will crush them and sell the recycled/crushed material.
